It's because that's the way he's probably spoken to a lot of the time. Can you imagine having to be the one to explain to Bush how to operate the remote control for the Oval Office TV, or how to get an outside line on his desk phone? I'll bet he hears that same tone used on him day and night, to the point where he thinks it's a normal way for one adult to talk to another.
